The House will vote Thursday on whether to set up a hybrid Parliament after giving a notice of closure on Wednesday.
Families Minister Karina Gould gave notice of closure during debate of the motion to set up the hybrid Parliament on Wednesday evening. Debate of the motion started after question period.
Giving notice of a closure motion allows the government to force a vote on Thursday.
Once debate of the motion resumes on Thursday, it can’t go past 11 p.m., after which a vote will take place. A vote can be held earlier if not enough MPs want to speak to keep the House sitting until 11 p.m.
The Liberals and NDP both want to continue hybrid sittings, while the Conservatives and the Bloc want to return to in-person sittings.
Earlier on Wednesday, Government House leader Mark Holland didn’t say whether the Liberals wanted to fast-track the hybrid motion through the House.
“I’m hoping that when we walk in today, members will deal with this expeditiously,” Holland said. “If they don’t, we’ll cross that bridge, but that’s a hypothetical.”
The motion is nearly identical to those that established the hybrid House during the last Parliament, but the new one contains a provision that sets up the process for reviewing the supplementary estimates.
Normally, committees review, vote, and question ministers on the supplementary estimates.
Because committees usually take weeks to set up, and there are fewer than 20 days left before the House breaks for Christmas, supplementary estimates will be dealt with at a committee of the whole.
It only applies for one supply period — until Dec. 10 — meaning the spring’s main estimates will go through the regular committee process.
